The Italian Embassy in Latvia is competent for the issue of Italian Endorsements of IMO STCW certificates issued or recognized by the Maritime Administration of Latvia (https://www.lja.lv/en).
The endorsement guarantees permission to embark for the entire duration of the validity of the certificate to which it refers, up to a maximum of 5 years. For the endorsement to be issued, the applicant must present himself at the consulate to sign the endorsement in front of an official.

You can use the Prenot@Mi portal: visit the website, sign up, select the Embassy of Italy in Riga and use your credentials to book your appointment. The documentation to be presented for the endorsement request is as follows:
– application form to be completed and signed at the Embassy
– Passport or ID card;
– Seaman’s book;
– The certificate for which the Endorsement is to be requested;
– 2 photographs for an endorsement;
The cost is €46.70 for each Endorsement requested, to which you must add any emergency fees of €50.00 for urgent appointments.
N.B.
The Embassy issues the endorsement attesting the recognition of a certificate of competency in accordance with Rules II/1, II/2, II/3, III/1, III/2, III/3, III/6, IV/2, and VII/2 of the STCW Convention, or of a training certificate in accordance with Rules V/1-1, V/1-2, and VI/4 of the STCW Convention.
Issuance of a Provisional Endorsement
In cases of proven necessity and urgency, the Embassy may issue provisional endorsements, valid for a maximum period of 90 days (from the date of issue), which may be extended once only for an additional 90 days.
Documents to be submitted:
- Application for the issuance of a provisional endorsement submitted by the Legal Representative of the Shipping Company, stating the reasons for which the provisional endorsement is requested.
• Form Annex 14 quater – Point L.1.8 of the Circular “Gente di Mare” – Series XIII, No. 17 of 17/12/2008, issued by the Ministry of Infrastructure and Transport, Directorate-General for Maritime, Inland Waterway and River Transport, Division 1 – Maritime Personnel.
• Copy of the valid certificates for which the provisional endorsement is requested.
• Copies of the Seaman’s Book and Certificate of Competency Booklet.

N.B. The ship officer holding a provisional endorsement, once disembarked, must report to the Italian Embassy in Riga with all the documents required for the issuance of the definitive endorsement, since no further provisional endorsement may be issued.
